That may be true for more prominent mod communities such as Half Life, Neverwinter Nights, or Elder Scrolls, but this is DX we're talking about.
Most of the promising mods never make it past the beta stage, and those that do have a tendency to fuck up your settings. (Make the game move 30 frames faster than it should.)

Another thing is this isn't a simple mod. The original DX was a linear FPS/RPG hybrid that created the illusion of non linearity.
The point of this mod is to change DX into a Computer style RPG. (Think Shadowrun on the Genesis, or the original Fallout.)
It's kinda hard to make a CRPG with only one person.
(The smallest team I've ever seen that actually made a CRPG that kicked ass was Troika who made Arcanum. Even then they still had at least 10 people on their project.)

As for DX, I think the only decent mod I've ever seen was the one where you get to raid the CIA HQ, and meet Motoko Kusanagi from Ghost in the Shell.
